A complaint letter to a local council is a formal written communication used to raise concerns or dissatisfaction with council services, decisions, or conduct.
Important Notes
Local authorities in England are subject to oversight by the Local Government and Social Care Ombudsman (LGSCO), established under the Local Government Act 1974. The LGSCO can investigate complaints of maladministration causing injustice and service failure. In Wales, the Public Services Ombudsman for Wales performs a similar role under the Public Services Ombudsman (Wales) Act 2019. The Ombudsman will generally require that the council's own complaints procedure has been exhausted before investigating. Councils have a legal duty under the Local Government Act 1999 to provide 'best value' services and to consult service users. The Freedom of Information Act 2000 gives you the right to request information held by the council. For housing complaints, the Housing Act 1996 and the Housing Act 2004 set standards. For planning complaints, the Town and Country Planning Act 1990 applies. Council tax complaints may involve the Valuation Tribunal under the Local Government Finance Act 1992.
