Free Waste Collection Complaint Letter Template
A waste collection complaint letter is a formal written communication to your local council reporting a problem with your refuse collection service, requesting a replacement bin, or reporting.
Important Notes
Under Section 45 of the Environmental Protection Act 1990, waste collection authorities have a duty to collect household waste from properties in their area. Section 89 imposes a duty on local authorities to keep land for which they are responsible clear of litter and refuse, so far as is practicable. The Clean Neighbourhoods and Environment Act 2005 gave councils powers to issue fixed penalty notices for littering (Section 87-88 EPA 1990), fly-tipping (Section 33 EPA 1990, carrying an unlimited fine or up to 5 years' imprisonment), and other environmental offences. Under the Controlled Waste (England and Wales) Regulations 2012, councils can charge for the collection of certain types of waste (such as bulky items). Householders have a duty of care under Section 34 of the EPA 1990 (as amended by the Household Waste Duty of Care Regulations) to take reasonable steps to ensure their waste is disposed of responsibly.
