The Local Government Act 1974 (Part III) established the Local Government and Social Care Ombudsman (LGSCO) to investigate complaints of injustice caused by maladministration by local authorities. Before complaining to the LGSCO, you must normally exhaust the council's internal complaints procedure. The LGSCO can investigate complaints about most council services but cannot investigate matters where the complainant has a right of appeal to a court or tribunal (unless it is not reasonable to expect the person to use that right). The LGSCO can recommend apologies, compensation, service improvements, and reconsideration of decisions. While recommendations are not legally binding, councils comply in the vast majority of cases. The Ombudsman publishes investigation decisions publicly. Under the Local Government Act 2000, councils must have a code of conduct for members. The Local Authority Social Services and National Health Service Complaints (England) Regulations 2009 govern social care complaints specifically.
